Organizations spend millions of dollars and thousands of hours attempting to implement best practices, with limited success. Implementation science provides practitioners with an arsenal of tools, methods and approaches to achieve better outcomes. At TCI, we aim to apply implementation science in a way that makes sense to organizations to ensure that their change efforts have a positive impact on the health system.
TCI was launched in 2018 to support those responsible for making change happen. We cover a range of topics: including public health, healthcare,mental health, prevention science, education, and juvenile justice. We work with multiple types of organizations and agencies. We are "topic agnostic" - which means that you are the content area experts and we bring the implementation expertise.

Dr. Julia E. Moore, Senior Director
Dr. Julia Moore was trained as an implementation scientist, researching the best ways to implement evidence-based programs. While completing her PhD at Penn State, she worked at the Evidence-based Prevention and Intervention Support Center (EPISCenter), an intermediary organization that promotes the use of effective programs for communities. There, she developed data collection tools to auto-calculate community-level performance metrics supporting more than 120 communities that had implemented 10 evidence-based programs over 200 times. During this time, she realized her passion is in helping organizations use the evidence to produce sustainable outcomes.
In her previous role, Dr. Moore worked at the KT Program in the Li Ka Shing Knowledge Institute of St. Michael’s Hospital. From 2011 to 2018, Dr. Moore grew the Team for Implementation, Evaluation, and Sustainability from 0 to 20 full-time employees with an annual budget of $2.5 million in grants and contracts. She managed over 50 KT projects totaling more than $13 million.
Dr. Moore is most proud and passionate about teaching professionals how to use implementation science. She has delivered dozens of workshops to over 1000 participants, including Practicing KT (PKT), the first comprehensive course that focuses on how to apply KT to real-world implementation projects.
Shawn McDonald, Manager, Business Development
Shawn McDonald brings thirteen years of experience in consulting, business development and marketing. She is passionate about helping organizations find the resources they need to meet and exceed their goals. With TCI, her focus is on marketing, proposal writing, and dissemination.
Alexis Kirk, Affiliate consultant
Dr. Alexis Kirk has almost a decade of experience in the United States (US) health policy landscape, leading and working on implementation and evaluation efforts of policies to transform healthcare delivery. Dr. Kirk has worked on several large contracts with the Centers for Medicare & Medicaid Services (CMS), gaining extensive expertise in federal policy with emphasis on quality measure development and implementation. Alexis has also worked closely with healthcare providers to implement various healthcare delivery transformation projects, providing education, outreach, and technical assistance with the aim of leveraging organizational strengths and mitigating barriers to change. Holding a doctorate in health policy with a concentration in implementation science, Dr. Kirk has expertise in implementation theories, models, and frameworks (particularly the Consolidated Framework for Implementation Research, or CFIR); adaptation of evidence-based interventions to new contexts; and assessing barriers and facilitators to implementation to create tailored implementation plans for organizations.
Dr. Kirk holds a BA in public policy from Duke University and an MSPH and PhD in public health and health policy from the University of North Carolina at Chapel Hill. Her clinical area of focus is post-acute care, including palliative, hospice, and end-of-life care; home health; and nursing homes. She enjoys connecting with providers to understand their challenges and barriers to change and forging partnerships to build organizational capacity and develop practical solutions for implementation.
Lisa LAchance, Affiliate consultant
Lisa Lachance has been Executive Director of the W2A Network, the foundation for W2A Ltd., since April 2013. At the Canadian International Development Agency (CIDA) Ms. Lachance led the implementation of Canada’s Action Plan on Child Protection that had a particular focus on child participation. She was subsequently the inaugural Director of Policy at the Nova Scotia Department of Finance, where she led initiatives to inspire innovation in the provincial government. Ms. Lachance has consulted for Canadian, international, and United Nations organizations on knowledge translation, evaluation, mental health, children’s rights and gender equality projects. Her areas of expertise include knowledge translation, policy development and practical policy implementation strategies, facilitation, and evaluation.
Ms. Lachance holds a Bachelor of Arts (Advanced Major) in International Development Studies and a Masters in Public Administration, both from Dalhousie University. She is a passionate advocate for child participation and youth engagement. Ms.Lachance became aware of emergent models of youth mental health and she started her Doctoral studies in Health at Dalhousie University in 2017 to examine how can community-based organizations can be better integrated into mental health treatment planning for youth and what systems and approaches are needed to support this.
